Description

I cannot start blood will have blood quest, the starting NPC keeps giving me the letter of anacletus

Steps to reproduce this issue

firstly, I finished the shadow of raven quest, right after that I start grab yer sealegs quest and finished it, then I try to start blood will have blood quest, but the NPC keeps giving me letter from anacletus, therefore I cannot start the quest and stuck at this point
